2024_Hard Power_(LHEEI312) UVSQ_2024_LHEEI312 This course examines the nature and tools of hard Power in international relations. We will study in what contexts and in what ways this approach has been used, whether in the economic or military realm. We’ll take a closer look at the U.S. as it has been the first military power since the end of WW2. The course is divided into five sections. Part I reviews the nature of power in international and global politics. The class will look at how scholars have theorized about the nature of power and hard power. Part II examines the Economic face of hard power, first reviewing the requirements to resort to that tool, then covering and assessing instances of economic sanctions and finally taking a closer look at two pendants of economy combined with hard power, ie the arms trade and the military industrial complex. Part III will explore hard power in its military form. Through selected examples we will study how some countries have resorted to the use of military force and the consequences of this choice on I.R. Part IV will focus on how perceptions of hard power are voiced but also shaped in movies. In Part V of the course students will present and discuss their own investigation on instances of use of hard power. See course

2024_Soft Power_(LHEEI411) UVSQ_2024_LHEEI411 Why would you be attracted to another nation, another culture? What would lead you there? Would it come from you or from some other, external force drawing you in to that other world? Soft power is seduction on an international scale. As Voltaire said: "It is not enough to conquer; one must know how to seduce" (aka more authentically "C'est encore peu de vaincre, il faut savoir séduire.")” (UVSQ website). We will tackle this analysis by looking at a select variety of nations since World War two and examine how they have handled the intricacies of soft power. We will do so through a thematic one, to assess which nations have been the most successful in using soft power to their advantage. As described, we shall also focus on key case studies at times. Following is an indicative outline: 1. INTRODUCTION: THEORETICAL APPROACH AND DEFINITIONS 2. FOREIGN POLICY, POLITICS and DIPLOMACY 3. PUBLIC DIPLOMACY and CULTURAL DIPLOMACY 4. ECONOMY 5. SCIENCES AND (NEW) TECHNOLOGY 6. EDUCATION (7. SPORTS) 8. CONCLUSION: ASSESSING SOFT POWER See course

2024_MUN Simulation_(LHMUN400) UVSQ_2024_LHMUN400 The Model United Nations consists in an academic simulation of committee debating at the UN, during which students impersonate a delegate to the United Nations and have to discuss, propose, convince the other delegates toward a consensus and a common proposal, all the while defending one’s country’s interests. In the words of the UN, “Model UN is a popular activity for those interested in learning more about how the UN operates” (https://www.un.org/en/mun). MUNs do not all necessarily follow the UN protocol in its entirety but aim to be as close as possible to the real thing. The course thus aims to provide students both with knowledge in global politics and how it relates to heritage and culture, and keys to participate successfully to MUN conferences. Each student will be asked to choose a country at the beginning of the semester to work on and to represent during the MUN simulation in class. Students will learn and practice writing position papers, doing research on and discussing countries foreign and domestic policies, writing (condensed) reports, writing efficient short speeches, public speaking, etc. As such, this course will involve, among other things, attending conferences, the creation of a position paper and a working paper, participation in an in-class simulation, and participation to the UVSQ MUN. To enroll in the course students are required to have a solid level of English, be curious about current world events and issues, geopolitics and have a deep interest in diplomacy. Attendance is mandatory and active participation is expected. Students must devote a significant amount of time to preparation and research. See course
